Premier McGuinty is just playing politics. I have no doubt that he is aware that municipalities and cities are under the jurisdiction of the Provinces. So it is his responsibility.
Another point to be made is that his government gave the city of Toronto taxing powers. Between the new Toronto taxes (which I don't agree with) and the Ontario Provincial taxes (which are pretty high by my estimate) there should be enough money to fund the cities.
If Premier McGuinty does not realize this, he has no business being the Premier of Ontario.
